* City Attorney section of current Charter


  • Separate into three roles:
    • Prosecutor – elected
    • Legal advisor to the City – Not elected
    • Drafter of ordinances – Not elected
  • Modify the role of legal advisor to the City to mesh with Sunshine Ordinance – What's at stake is that we ought to require video or audio recording of all closed sessions and have some kind of release date. Currently the Charter at Section 272 states that “The civil client of the City Attorney is the municipal corporation, the City of Los Angeles.” Maybe there's some problem with attorney client privilege in requiring release of closed session recordings and records and it can be fixed in this clause. Or maybe there's no problem and the City can waive the privilege through the Charter?
