  • With very little thought it seems like public universities might be a model for a municipal newspaper. The problems are similar in that it's necessary to maintain total independence from the City for all editorial decisions.
  • Should this be a proprietary department? Probably, since if it's functioning properly it will make City Council angry and if they have control over its funds (like they do now with Ethics) they can hobble it.
